As the UK prepares for its upcoming budget announcement on October 28, Chancellor John Healey has emphasized that spurring economic growth is his foremost objective. In a significant address marking his tenure since July, Healey outlined his commitment to enhancing growth nationwide while adhering to the government’s fiscal regulations. He underscored that bolstering economic growth offers the most reliable path to fortifying the country’s financial standing.

The Treasury is currently grappling with increased pressure due to rising government borrowing costs, as long-term bond yields have surged to an 18-year peak. Healey stressed the importance of maintaining fiscal discipline amidst ongoing global financial market uncertainties. Although he didn’t confirm the necessity of tax hikes, Healey assured that the government remains committed to Labour’s promise not to raise taxes on working individuals.

In addition, the Chancellor mentioned potential savings in welfare spending by addressing the issue of rising youth unemployment. Healey pointed out that facilitating the transition of young individuals from welfare to employment could yield both economic and social advantages, reducing welfare expenses while generating income tax contributions.

The forthcoming budget is anticipated to introduce plans for increased devolution of tax and spending authority to regional mayors. This includes proposals related to business rates and income tax revenue distribution. Healey highlighted that increased investment, innovation, job creation, and easing business regulations are cornerstones of his strategy. He argued that sustained growth is critical to tackling the UK’s cost-of-living and business challenges.
